if you can afford the tuning keep the p28 there very good ecu's for tuning but until you get it tuned keep the stock one in

1996-Up are OBD-2, you need a jumper harness for OBD-2-to-OBD-1. Rywire.com will help you on that. Then go to homemadeturbo.com>under forums>under vendors and look for a company I believe xencorn, get your ECU chip and burn a 2.2L H22A4 motor program on that for the quick. One you ecu is the wrong ecu for the motor, you need to do theses steps to run your motor safe. P28 is a SOHC Vtec ECU 1.6L vs a 2.2L vtec motor, ya problems are gonna start.

p28 is off of a 92-95 Civic EX.  I can see why it runs weaker.  That ecu will not support the dual stage system you have, not to mention the fuel MAPs.

Knowing that it runs on a p28, your car has most likely been converted to an OBD1.  I'm not sure how the conversion is done, but if you want, it's probably simpler to go back to a stock ecu.  More reliable and you know it'll work.  What you'll be looking for is a p5p, otherwise a p13 (older prelude) should work decently.   Double check your connectors.

However, you can also sent the p28 to be chipped and have a custom MAP put on it.  Again, you'll lose the functionality of the dual stage but you'll have a standalone ecu that can be tuned to any thing you want.  Phearable does "guess" tunes where they try to guess the best map for your car according to what you give them.  Or, you can just tell them to throw in a stock Prelude H22 MAP.  Either way works.

Take you pick, you can't go wrong either way.  Keeping the p28 will give you better choices in the future if you plan to expand.

I depends on which Prelude model you have and if you have to deal with emissions testing.  If you have to deal with emissions testing at all, then get the correct ecu and sell the P28.  The P28 will not pass emissions, because it's an OBD1 ecu in an OBD2 car; it doesn't have needed emission controls.  Also, if you have the SH model, then get the correct ECU.  The SH has ATTS (Active Torque Traction System), which is controlled partly by the ecu, so the correct ecu is needed.  Otherwise, getting the P28 chipped and programmed would give you some performance benefits.
