Kennedy, Westfield, and Mickle Towers Provide Critical Affordable Housing Resources to the city’s senior residents
Aug 25, 2025, Camden, NJ — The Michaels Organization, a national leader in residential real estate, announced today its selection by the Housing Authority of the City of Camden (HACC) to revitalize three senior housing communities in the city – Kennedy, Westfield, and Mickle Towers.
The three communities, which were each built over 50 years ago, collectively comprise 295 age-restricted affordable housing units, in addition to the HACC headquarters in Kennedy Towers.
“It is a privilege to work with the Housing Authority of the City of Camden to assist in the redevelopment of these three sites into vibrant, holistic communities,” said Nicholas Cangelosi, Regional Vice President for The Michaels Organization, who is serving as lead developer. “Together, we will ensure these homes meet modern standards for safety, accessibility, and energy efficiency— all while preserving long-term affordability for Camden’s senior residents.”
The revitalization of the Kennedy (East Camden), Westfield (Rosedale), and Mickle Towers (Cooper Lanning) complements Michaels’ commitment to Lifting Lives across the city.
Headquartered in Camden, Michaels has been developing and managing communities in the city for more than two decades, working closely with the HACC through the shared vision of neighborhood prosperity – most recently through the redevelopment of Ablett Village in Cramer Hill, a five-phase, 425-unit master plan that will replace 306 public housing units, with the first on-site phase currently underway, and Branch Village Phase V, the final phase of the Clement T. Branch Village transformation which will add 10 affordable for-sale homes to Camden’s Centerville neighborhood.
In the Whitman Park neighborhood, Michaels also recently partnered with Virtua Health on Oliver Station – a $24 million housing and health care community offering 47 age-restricted units for individuals 55 and older atop a 5,200-square-foot primary care office.

I look forward to seeing the transformation of our senior communities.”
Renovations for the three towers will be spread across three separate phases, assessing the specific needs of each site with tailored rehabilitation plans. Each property is slated for substantial upgrades to enhance life safety, accessibility, energy performance, and overall livability, including:
- Enhanced accessibility and safety with upgraded parking, sidewalks, elevators, fire alarms, and security features
- Modernized common areas, including refreshed corridors, stairwells, and a renovated community room with accessible restrooms and improved amenities
- Fully updated residential units with new flooring, fresh paint, upgraded kitchens and bathrooms, and energy-efficient appliances and fixtures
- Improved building systems with high-efficiency heating, cooling, ventilation, plumbing, electrical, and lighting upgrades
- Sustainability-focused renovations meeting New Jersey Housing & Mortgage Finance Agency (NJHMFA) Green Future standards with energy-saving systems, water conservation measures, and low-VOC materials
Renovation work for each phase is expected to take 15-18 months to complete, with construction expected to begin in the summer of 2026.
Each phase will benefit from the U.S. Housing and Urban Development’s Rental Assistance Demonstration programs (RAD), in addition to financing from tax-exempt bond financing and as-of-right 4% Federal Low-Income Housing Tax Credits to be allocated by the New Jersey Housing and Mortgage Finance Agency.
