Michaels Names Kecia Boulware Regional Vice President Of Development

Sept. 22, Camden, NJ.-- The Michaels Organization announced today that Kecia Boulware has been named Regional Vice President of Development for its affordable housing portfolio in California.

The largest in Michaels’ portfolio, California includes urban and rural developments spread across both the Southern and Northern parts of the state. 

During her time with Michaels as a Vice President, Kecia has been the lead developer on the comprehensive transformation of Jordan Downs in the Watts neighborhood of Los Angeles, one of the largest public housing communities in the United States.

Michaels, along with a CA non-profit, was selected by HACLA as the master developers for the Jordan Downs revitalization in 2015.  Since then, two residential developments, the extension of Century Boulevard, and the opening of a new neighborhood retail center has been completed and Michaels has begun site work on the third phase of new housing.  The development has been the recipient of several major grants, including a $35 million Choice Neighborhood Initiative (CNI) from the U.S. Department of Housing and Urban Development.

“Watts residents have for years been dreaming of, and advocating for, this community transformation and now that transformation is becoming a reality in large part because of Kecia’s leadership,” said Milton Pratt, Michaels executive vice president of Development. “We are delighted to promote her to this new role.” Pratt said. 

Michaels’ development pipeline in California is growing and includes public housing redevelopment as well as the recapitalization and rehabilitation of several properties in rural areas, originally developed in partnership with the U.S. Department of Agriculture.

Before joining Michaels in 2015, Kecia served as Senior Project Manager at AMCAL Multi-housing Inc. where she led geographic expansion and strategic initiatives along with developing new housing communities. Throughout her career she has managed the development of over 1,000 new apartment homes for families and seniors in California and Texas.

Located in Michael’s regional Los Angeles office, Kecia currently supervises a development staff of 3.
